A uniform certificate for Germany’s leading tutoring facilities
The seal “Profi-Nachhilfe qualitätsgeprüft – Präsenz und Digital” will provide transparency in learning support. It is the result of the action programme “Catching up after coronavirus” for children and teenagers in 2021 and 2022 devised by the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth. In cooperation with TÜV Rheinland, Prof. Dr. Ludwig Haag, who was Chair of School Education in Bayreuth until 2020, has taken on the auditing and certification the programme involves. After the coronavirus epidemic, the action programme intends to guide children and teenagers on their way back to a carefree childhood, and support them in catching up on missed learning, to which end the Federal Government is investing € 2 billion.
The six largest tutoring providers and the Federal Association of Tutoring and Afternoon Schools (VNN) have joined forces to form a “learning pact”. In cooperation with Prof. Dr. Ludwig Haag, the long-time Bayreuth researcher on the subject of “tutoring”, they have developed eight quality criteria for a certificate that a tutoring institute must fulfil as proof of professionalism and quality:1. certified teachers with a police clearance certificate
2. lessons always tailored to needs, both face-to-face tutoring and online lessons possible
3. tried and tested teaching method: with assessment of learning levels, support plan, and documentation
4. monitoring of performance improvement and regular documentation
5. additional online learning support included
6. direct contact with local schools
7. proof of integrity, especially with regard to data protection
8. many years of independent monitoring and external certification (e.g. TÜV)

Depending on the federal state, external educational providers are scheduled to be included. First of all, the individual schools will be required to provide tutoring services to their pupils in their own capacity. If schools are not in a position to provide sufficient offerings, external providers may be consulted. Parents will receive this support for their children free of charge; and the new seal will guarantee them the best possible individual support.
